How do I control the urge to kiss him?

I feel myself being super attracted to this guy who's 21. I'm 19. Anyways we are not in a relstionship so I don't feel like it's appopriate to be kissing him. He's always saying how he wants to kiss me and I want to kiss him too but I have that rule " no kissing unless I'm in a relationship". But I feel like everytime I'm around him every bone in my body is electrified by pion. I'm like " I have to make out with him right now before I explode".
