Pax Romana --- Question??!!?

It wasn't really a policy, but more of a name for the age. Augustus brought stability to Rome and sought to consolidate the empire's borders rather than continued expansion. Rome saw itself spreading too thinly and determined that it would be stronger if it made itself stronger from the inside rather than through military conquest. Consider it as the Renaissance of the Roman Empire. It was sort of a golden age for Roman society because there was much civil progress made and there weren't any major conflicts during the time.
