Do men find it hard to call a woman they really like?

I recently started communications with a guy. He says I'm super cool. We text each other regularly, the the call are not as frequent. I'll call and leave a message, but he doesn't return my call. We haven't talked on the phone in over a week. But, he is in college in a doctoral program, and he's in the middle of finals.
