Does this mean i am up for an upgrade?

I am an AT&T user and i have an LG Vue and i want the sony ericsson vivaz and it is free at radio shack and like a week ago my account said my contract expires on 05/07/2011 and i just checked it and i said "As a valued AT&T customer, we can offer you discounted equipment pricing with a new 2-year commitment and an $18 upgrade fee." does this mean i am up for an upgrade?
